Windows Server 2016 msg command - Error Sending Message to Session RDP-TCP# : Error [ - Donnieclark - 15.12.2017

I can send messages, HOWEVER if I am logged on as a standard user using RDC and I open the command prompt and type  msg username message  I get the error "Error Sending Message to Session RDP-TCP # 10: Error [5] Access Denied ".

I have researched extensively and have not worked, UAC configurations that have not worked.

I have no issues with Windows Server 2008 R2 as a standard user.

this worked fine in Server 2008R2 but unless I run it as an administrator or in an elevated command prompt I get the error 5: permission denied error.

Any help?
